RE: why would Elon choose PR?
I hope it is because it is very much needed. Their infrastructure is old. When the hurricane hit they were basically left with nothing. And that went on for many months. Roads blocked & no access to supplies being flown in.
I don’t know the present situation but I do know FEMA was given a lot of money to rebuild. PR has been like a step child. The U.S., in my opinion, helps many countries and I do not hear PR in the news at all.
It wouldn’t surprise me if they are still struggling after a storm of such intensity. Thousands perished and homes were swept away.

If you mean Puerto Rico yes, I was with a brother in arms sending a water distilling set to his folks. Lots of devastation lots of corruption too.by the Mayor of San Juan.
