As an Army Veteran, I can say these are not drills. We never did drills on civilian land!
If it’s all training, it should be held on the military bases, not in public places and settings. You don’t go out and involve civilian populations. If they were going to do it in a public location, citizens should be made aware, and said location should be blocked off and citizens should not be allowed in these locations. So this makes no sense to me at all.
