Fake jobs, fake demand
Hundreds of India-based outsourcing firms continue filing mass H-1B petitions for jobs that do not exist. Investigations and court records show bulk filings used to reserve visas first, with projects invented later or never at all.
Benching scams, documented
Whistleblower testimony and DOL findings confirm illegal benching pay-to-stay schemes:
• Workers charged cash to remain “employed”
• Offshore family transfers
• Fake mandatory training contracts to disguise wage theft
All are illegal under U.S. law. Enforcement has been sporadic.
Proxy interview rings
The DHS Inspector General has flagged the surge in proxy interview fraud, where one person interviews and another fills the role after visa approval. This is material misrepresentation and visa fraud.

This is not grassroots advocacy. It is industrial-scale influence.

Cognizant executives were criminally charged for running a bribery and kickback scheme tied to construction and contracting operations.
