The Immunity Trap

Before dawn on Sunday, Iraq’s prime minister sent the counter-terror force built to fight ISIS into Baghdad’s Green Zone and arrested 47 of the country’s own political class.
Among them was the vice-chair of the parliamentary committee meant to police corruption. For 20 years these people were untouchable. On Sunday the immunity that always held did not.
The untouchables, taken in one night
The counter-terror service does not make corruption arrests. It was built to fight ISIS. On Sunday it was turned inward. The men it took had spent two decades above the law, protected by an immunity that came with their seats. The figures named as the ones who kept the banking reforms and the oil revenue law from passing for years were in the same sweep.
The same weekend, the US Treasury moved on corruption networks in Cambodia, the Congo and Sudan. What reads like a run of unrelated scandals is one campaign. The protection is coming off in one capital after another.
One date explains all of it
Every thread in Baghdad points at the same date. Within 2 weeks Prime Minister Ali al-Zaidi flies to Washington to meet President Trump, and he means to land with a finished, clean government. A clean house is the price of the meeting.
