The terrorists are always the government. This looks like CIA contractors to me. Same as in Ukraine.

In the clip below is a helicopter with a lift line attached to a metal container full of some kind of fuel (gasoline?) set on fire to act like a flame torch to set fires. They are flying over a wooded forest to set it on fire. Deliberately.

It may be the same setup used to carry water to extinguish fires now being used for the opposite of the original intention. (to start fires)
