It’s not polyvinyl chloride that’s just harmless PVC that some of is have even made in a Chem 201 lab. It’s vinyl chloride and since it is on fire, it’s producing hydrogen chloride, which is going to become hydrochloric acid as soon as it hits water. All of the black you see.
